Prior to this position, he was Senior Advisor for Intelligence to the Assistant Secretary of State for Verification, Compliance, and Implementation (VCI), Department of State. Before joining the State Department, he was Special Assistant to Andrew Marshall at the Office of Net Assessment, Office of the Secretary of Defense. He has advised STRATCOM and NATO on nuclear deterrence and strike operations.
